Tender qualifications and exclusions — the hidden risk
Price gets the attention, but qualifications and exclusions carry the risk. A headline-cheap tender riddled with carve-outs can be the most expensive option once the dust settles.
Why they're easy to miss
Qualifications are scattered through covering letters, assumptions and notes — rarely in the priced bill itself. In a manual process they're easy to skim past.
Capture them systematically
Pull every qualification, assumption and exclusion into one place per tender, so you can see at a glance what each contractor has and hasn't taken responsibility for.
Normalise the commercial impact
Where an exclusion shifts cost or risk back to the client, estimate that impact and reflect it in the comparison. Compare on a consistent basis, not on raw price.
Surface them in the recommendation
Make the qualifications visible in your report. Decision-makers should see not just who is cheapest, but who is cheapest on a like-for-like, fully-inclusive basis.
